OUTLINES  VISION FOR COUNTY ECONOMIC DEVELOPMENT & JOB GROWTH


Westlake, OH March 31, 2010 - Dave Greenspan, candidate for the Cuyahoga County Council - District 1, today outlined his vision for the County's Economic Development & Job Growth program.  The new county charter defines

the new Economic Development role as having the authority to:
 

“develop and implement policies, programs and activities for the expansion and enhancement of economic activity in the County so as to create and preserve jobs and employment opportunities for and available to residents of the County”


In talking to a group of constituents, Greenspan explained, “Government does not manufacture anything.  Its primary function is to provide various services for its customers, which in this case are the residents of Cuyahoga County.  Government should provide, encourage and support an environment that proactively seeks out business opportunities and jobs.”  Greenspan’s plan coordinates the county’s overall economic development movement, including the creation of jobs, at the district level.

It is Greenspan’s vision to focus the economic development efforts of the County to mirror the charge outlined in the charter and at the same time be consistent with his general belief that effective representation is that which is closest to the people.  “In order for us to be effective in identifying the needs of our county, we must be actively engaged in the county.”  Greenspan said.   The Greenspan plan for the Department of Development, under the direction of its Director:
 

Assigns one Economic Development Officer (EDO) to each of the eleven council districts.  The EDOs will:
 
    Be responsible for all economic development activities in their respective districts.
   

Serve as the primary liaisons between the county and various constituent groups including, but not limited to, cities, townships, businesses, non-profit organizations, etc.

   

Aid and assist all constituent groups with identifying and obtaining grants, loans or other sources of private and public funding.

   

Work with cities, townships or other economic development representatives to identify opportunities that best suit their individual district’s needs while working to preserve the economic continuity of the county.

Maintains a staff to write grants and to aid constituents with the proper submission of financial assistance applications

Takes a proactive position in working with the various groups’ economic development teams in accessing both “inbound” and “outbound” economic development activities.


Greenspan expects that this program will be cost effective to operate because it is designed to utilizing existing county resources.
